But First, What is the Number Coding Scheme For?

Traffic congestion has been a recurring problem in the Philippines. Research shows that average commuters and motorists in Metro Manila lose 98 hours yearly to traffic during peak hours. That is four days wasted on the road. To reduce traffic volume, Metropolitan Manila Development Authority implemented the updated MMDA coding scheme—also known as the Unified Vehicular Volume Reduction Program (UVVRP).

So, how does number coding work?

MMDA coding limits which license plates are allowed to travel on public roads on certain days. This applies to both private vehicles and public utility vehicles. to reduce vehicle volume on public roads. The last digit of a vehicle’s plate number will determine its number coding schedule. For example, if your license plate ends with numbers 1 and 2, you cannot pass thru major roads on Mondays, from 7 AM to 8 PM. Take note that different coding hours apply to Metro Manila and cities outside the National Capital Region (more on this later).

Anyone caught violating the number coding scheme will have to pay a PHP 300 to PHP 1,000 fine, which needs to be settled within seven days. Additional fines might include confiscation of the driver’s license or imprisonment of the car owner.

What is the MMDA Coding Scheme for Metro Manila to Cavite Bound Motorists?

If you are heading to Tagaytay from Metro Manila, you have to follow the UVVRP until you are outside NCR. This Tagaytay number coding scheme was suspended during the peak of the COVID-19 pandemic and was recently implemented last August 2022. This a necessary move as the new normal pumped vehicle volume on public roads.

Ahead is the new number coding scheme in NCR:

This number coding scheme is effective during the city’s peak hours, which range from 7 AM to 10 AM and 5 PM to 8 AM. Certain areas in NCR, like Makati City, follow the traditional number coding scheme schedule, which ranges from 7 AM to 7 PM.

Although UVVRP applies to the cities within Metro Manila, the resolution does not apply to these special areas (except on their congested roads): Navotas, Pateros, Marikina, Muntinlupa, and Taguig City.

What is the Tagaytay Number Coding Scheme in Tagaytay and Cavite?

As mentioned earlier, the provincial government of Cavite currently suspends the number coding scheme in the province. That means public utility vehicles and private cars in the area can go to Tagaytay regardless of their license plate numbers.

Keep in mind that the suspended number coding scheme in Cavite is similar to the coding days of MMDA coding, but has a completely different implementation time and road coverage. It begins from 7 AM to 10 AM and is followed by 3 PM to 7 PM. The highways and areas covered include:

When is the Number Coding Scheme NOT Implemented?

Special cases call for the suspension of the number coding scheme. Such instances include Philippine holidays, natural calamities, public transportation accidents, and failures. Note that nationwide transport strikes and public utility vehicle system shutdowns are considered public transportation failures.

MMDA also grants “window hours” to drivers. This refers to the seven-hour time frame when coded vehicles can pass through public roads. Window hours are usually after peak hours. Always check the wind hours of the locations you will pass through so you know the available roads and alternative routes you can take.

You might be thinking: “Should drivers still follow the number coding scheme in case of an emergency?” Circumstances like these are what prompted the authorities to create exemptions to the rules. In Cavite, for example, the following are exempted from the number coding scheme:
