According to legends, way before Pagsanjan Falls existed, there were twin rivers of Bumbungan and Balanac, together with the land where the town of Pagsanjan was built. In the east of Bumbungan River, there were two brothers named Balubad and Magdapio who lived quaint and ordinary lives. Until a terrible drought came, there was no rainfall for a long time. This led to the death of their rivers, springs, crops, and later on animals disappeared.

The brothers suffered with this calamity and desperately prayed for rain. Balubad, the older brother who was weak, died of thirst. The younger brother Madapio buried him in the mountain and called it his brother’s name, Balubad. Because of his agony from his brother’s death, he hiked the upper region of the place and started to curse the gods for what happened. He hurled down his cane on the rocks and to his surprise, a spring sprouted in the same exact spot. It grew bigger and bigger and fresh water started to flow down the walls and became a waterfall. Magdapio fell on his knees to thank the gods for the blessing.
