Part of the proclamation reads: “Grandparents are our continuing tie to the near-past, to the events and beliefs and experiences that so strongly affect our lives and the world around us.” The proclamation also says that this holiday is a way “…to honor grandparents, to give grandparents an opportunity to show love for their children’s children, and to help children become aware of strength, information, and guidance older people can offer.”

The Duterte administration touted the Build, Build, Build (BBB) program as a priority for the country and as a way for the administration to leave a lasting legacy of economic growth for the Filipino people. This infrastructure program is made up of massive projects in different areas across the Philippines and includes project proposals from previous administrations. These projects are supervised by different government agencies, including the different local government units; the Department of Public Works and Highways (DPWH), the Department of Transportation (DOTr), and the Bases Conversion Development Authority (BCDA). Funding for these different projects also comes from different sources and project partners.

According to President Duterte, projects under the Build, Build, Build Program are of significant economic value to the country, especially when it comes to the real estate market. Developing, upgrading, or building infrastructure in specific areas can be an interesting point for brokers and property investors as it can affect real estate values and potential business and investment options, which can affect our gross domestic product.

Background

Back in 2018, the Build, Build, Build program listed 75 different flagship infrastructure projects. In 2019, this list was revisited and changed, expanding the list to 100 proposed projects. During the revision, some projects in the initial list were canceled while new ones were added.

During the COVID-19 pandemic in 2020, the Build, Build, Build program was revisited once more, and new projects were added while others were also scrapped. Several health-related infrastructure projects were added to the development program as a response to the needs of the emerging pandemic. At this time, the new total came to 104 infrastructure projects.

During the last two years of the Duterte administration, there was a total of 119 flagship infrastructure government builds under BBB. Some projects were not initially part of the proposed list but were added to the roster as the projects were completed.

With everything said, the projects under the BBB Program of the Philippine government are in various states of completion. Here are some updates regarding some of the biggest infrastructure projects in the country.

MRT-3 Rehabilitation Project

Status: Completed, March 2022

The MRT-3 line is spread over 16 kilometers, with 13 stations located in key cities in Metro Manila that connects the north and south of the capital.

Under the BBB Program, the rehabilitation of the MRT-3 line included adding more light rail vehicles, increasing them from 13 to 23. The addition of more trains reduced the waiting time at stations to 3.5 minutes from the previous 10 minutes. The system was also streamlined so general operating abilities add speed to trains at 60 kilometers per hour compared to the previous 25 kilometers per hour. Rehabilitation also includes replacing rail tracks and upgrading the line’s depot facilities, communication systems, and power supply.

LRT-1 South Extension

Status: Under Construction, 68 percent complete as of December 2021

This project is set to add 11.7 kilometers to the existing 20.7-kilometer line of the LRT-1. This extension will connect Baclaran to Bacoor, Cavite, with the addition of eight stations: Aseana Blvd, Manila International Airport, Asiaworld, Ninoy Aquino, Dr. Santos, Las Piñas, Zapote, and Niyog. This extension will cut travel time from Manila to Bacoor to just 30 minutes.

The first phase of the project is nearly complete, which involves the construction of the five stations between the Redemptorist Church in Baclaran and Dr. Santos Ave. in Parañaque.

MRT-7

Status: Under Construction, Patrial operations by December 2022

This railway project will span from Quezon City to Bulacan. Stations will be located at Quezon North Avenue, Quezon Memorial Circle, University Avenue, Tandang Sora, Don Antonio, Batasan, Manggahan, Dona Carmen, Regalado, Mindanao Avenue, Quirino, Sacred Heart, Tala, and San Jose del Monte. Once completed, commute time between Quezon City and Bulacan will be reduced to 35 minutes from the current two-hour travel time.

PNR Calamba

Status: Under Construction, Partial operations by 2025

PNR Calamba is the third segment of the North-South Commuter Railway (NSCR) Project. This 56-kilometer train line will connect Manila to Laguna. Once completed, it will allow commuters to travel from Manila to Laguna in just an hour instead of the usual four-hour commute. The station will also feature a modern build quality that will equal world-class stations.

Taguig Integrated Terminal Exchange

Status: Under Construction

This project is an internodal terminal for provincial buses going to and from Southern Luzon Provinces. This terminal is located on a 4.7-hectare site in Arca South. The Taguig Integrated Terminal Exchange was slated to be operational in 2020, construction was paused due to the pandemic.

Parañaque Integrated Terminal Exchange

Status: Completed

The Parañaque Integrated Terminal Exchange (PITX) is a transport terminal for provincial buses and jeeps going to Cavite, Batangas, Quezon, and Metro Manila. It also has all the extra features and different amenities, such as arrival and departure bays, a passenger terminal building, park-and-ride amenities, ticketing stations, and baggage handling facilities. The government is also planning to connect the transport hub to the LRT-1 Cavite extension.

Metro Manila Skyway Stage 3

Status: Completed

This government project was a partnership with San Miguel Corporation and was completed in 2020. The 18-kilometer Skyway spans from Buendia in Makati to the North Luzon Expressway (NLEX) in Balintawak, Quezon City. It was designed to decongest traffic in the metro, particularly along EDSA and C5. Since it opened to the public, it has cut travel time from Makati to Quezon City from 2 hours to 20 minutes.

NLEX-SLEX Connector Road

Status: Under Construction

This is an 8-kilometer expressway that connects the North Luzon Expressway (NLEX) to the South Luzon Expressway (SLEX). It will start from C3 Road in Caloocan, pass through España in Sampaloc, and end at Skyway Stage 3 in Sta. Mesa. Through this connector road, travel time from NLEX to SLEX will only be 20 minutes.

The first section of the project from Caloocan to España is set to be finished by Q3 of 2022, while the second phase from España to Sta. Mesa will be complete by Q2 of 2023.

Cavite-Laguna Expressway

Status: Under Construction

The Cavite-Laguna Expressway (CALAX) goes from CAVITEX in Kawit to SLEX in Mamplasan Interchange. This 44.2-kilometer expressway has four lanes and 8 interchanges: Kawit, Open Canal, Governor’s Drive, Aguinaldo Highway, Silang East, Sta. Rosa-Tagaytay Road, Laguna Boulevard, and Technopark.

According to recent reports, the Silang (Aguinaldo) Interchange will be opened in the second half of the year.

Cavite-Tagaytay-Batangas Expressway

Status: Proposed

This 50.4-kilometer expressway will develop a way to decongest the Sta. Rosa-Tagaytay Road and Aguinaldo Highway. It is set to connect CALAX at Silang East Interchange to Tagaytay City and Nasugbu Batangas.
