The Reform Armed Forces Movement was incredibly hostile, and almost succeeded in seizing the Malacañang Palace. But in the end, the coup was not successful as the government was able to subdue the rebel forces.
The country, however, sustained a lot of losses after the event. The coup left a huge economic impact which contributed to decision of declaring the country in a state of national emergency.
2.) The 1991 Mount Pinatubo Eruption
In June 1991, the Philippines experienced a great catastrophe after the famous Mount Pinatubo experienced its first eruption after more than 500 years of dormancy,
With more than 800 casualties, the catastrophic event also caused great harm to the country’s other assets.
Lives were lost and continued to be lost because of broken homes and ruined land, agriculture was in a terrible state due to all the volcanic debris, rendering most of the affected persons both homeless and jobless.
With more than $700 million in damages, the Philippines was once again in an emergency state.
3.) The 1993 Luzon Power Crisis

During former President Cory Aquino’s term, the administration put a halt to starting operations at the Bataan Nuclear Power Plant. This was a decision made by the government after allegations of corruption being linked to the power plant, at the same time was heavily influenced by Japan’s Chernobyl accident which occurred back in April of 1986.
Similarly, Calaca Coal fire plants were also not allowed by the administration due to to its democratic nature which appealed to the public- specifically, the environmental non-government organizations (NGOs).
The lack of power plants resulted in the overworking of then-existing power plants, which caused an inevitable breakdown. Unable to provide an alternative to the sudden loss of electricity source, the Philippines was once again in a state of national crisis which they believed demanded the use of emergency power.
4.) The 1995 Metro Manila Water Crisis
Prior to the 1995 Water Crisis Act, the water supply situation in Metro Manila, Rizal, and Cavite was incredibly unfavorable. Three-quarters of homes in these local areas did not have a clean and stable water supply, putting their health and safety at risk.
Water shortages and contamination was a usual sight in these places, and it wasn’t until the Metropolitan Waterworks and Sewerage System (MWSS) rising debts would the government decide that action had to be done.
With MWSS’s inability to make proper arrangements and investments for its services and maintenance, the country resorted to the usage of emergency powers in order to deal with the situation at hand – which later on resulted in the 1995 Water Crisis Act.

The coronavirus disease was already recognized as an international concern by this time, and thus, the president declared a state of public health emergency as it posed concerns to national security.
This proclamation allowed both government and non-government organizations to perform necessary precautions and measure to respond to the national threat and keep the country’s losses to a minimum.
This was the start of the coronavirus disease posing as a significant threat to the nationwide state.
March 16, 2020
On March 16, 2020, the country was placed in a state of national emergency due to the coronavirus disease.
The president signed the Proclamation No. 929, which declared the country in a state of national calamity for the next 6 months.
Prior to the signing of this declaration, parts of the country was placed in lockdown as a response to the rapidly rising cases of the virus. Travel in and out of Manila was restricted, whether it be air, sea, or land travel.
On the same day of the declaration of the local state as a national emergency, the Luzon group of islands was placed under enhanced community quarantine (ECQ)- also known as the lockdown with the most secure and strict protocols that our country declares for lockdown.
This declaration allowed the government to possess emergency powers, which were to be used for the protection of the national state – in this case, was the people’s public health.
The main effect of this declaration was to the country’s funds, which were now direct to health and safety programs as a response to the rising amount of coronavirus disease cases in the country.
March 25, 2020
On March 25, 2020, the Bayanihan Act was signed into law by the time’s current president, Rodrigo Roa Duterte.
The signing of this law is what enabled government authorities – more specifically, the president to obtain emergency powers for a time period of three months. This allowed them to perform whatever measures they deemed necessary as a response to the COVID situation at hand.
September 11, 2020
After the Bayanihan Act expired in June 2020, a second Bayanihan Act, called Bayanihan 2, was proposed by August 2020 and was signed into law by September 11, 2020.
This act also declared the country a state of national emergency, and that further measures were needed to respond to the country’s pandemic.

You can also add a few comfort items to your children’s go bags as well, such as their favorite toys or books or an activity they can do to pass the time, like coloring or drawing. Replace perishable items in your go bag periodically, and switch out the clothes if you have outgrown them.
What to Do During a Disaster Situation
1. Storm Situation. When a storm is set to hit your community, secure your home and belongings. Close all windows and doors. All outdoor furniture must be stowed away or tied down to prevent it from being swept away by strong winds. Remember to charge your phones and other devices in preparation for a power outage. Turn off all major appliances to limit damage from a power surge. And prepare your battery-powered radio in case cell services go down. Ensure that you have fuel for your car if you need to evacuate to a safer location.
2. Flood. When floodwaters begin to rise, switch off any electrical appliances to prevent electrocution. Move to higher ground, such as the upper levels of your home. Try to avoid wading through flood waters if possible, as they can carry diseases, hide sharp objects that can cause injury, or submerge live electrical wires. Do not consume food or drinking water that has been contaminated by the flood.
3. Volcanic eruption. Make sure you maintain clear airways. Wear a face mask to keep particles from irritating your nose and throat, or you can also use a clean damp cloth to cover your nose and mouth. In low visibility situations, do not attempt to drive. Stay indoors and close all windows and doors of your home and car.
4. Earthquake. During an earthquake, DROP, COVER, and HOLD. Drop to the ground and avoid moving around. Find something to take cover under, such as a sturdy table. Hold onto the furniture and try to protect your head and torso as well. Stay indoors or at home until the shaking stops. But if you smell a gas leak in your home during an earthquake, leave your house as quickly as you can.
5. Fire. Use a fire extinguisher if it is a small fire you can easily put out. But if the fire is too strong or too big, alert everyone in your vicinity that there is a fire and make your way out of the burning building. Use the stairs and avoid elevators. Use a wet cloth to cover your mouth and nose. When a door feels warm to the touch, do not open it and immediately find a different exit route. If you are exiting through thick smoke, crawl or go low towards your exit. Remember to STOP, DROP, and ROLL should your garments catch fire. Stop what you are doing, drop to the ground and cover your face, then roll back and forth until the flames go out.

Funding for the South Commuter Railway Project
Recently, representatives from the Asian Development Bank announced their approval of a $4.3 billion loan for the construction of the South Commuter Railway. The funds from this project will be used to build approximately 55 kilometers of a modern suburban railway connecting Metro Manila and Laguna.
The loan will be made available in several tranches, with the first tranche to be granted in 2022 for $1.75 billion. The second tranche is anticipated for 2024, and the third tranche is expected to be granted in 2026.
But the Asian Development Bank is not the only one financially backing this project. The bank will pay for the construction of depot buildings, the railway viaduct, stations, bridges, and other relevant structures. However, funding for rolling stock and railway systems will fall under the jurisdiction of the Japan International Cooperation Agency (JICA). Project Background
The North-South Railway Project (NSRP) is a government project meant to improve economic and urban growth in several regions by providing connectivity through a world-class passenger rail service that can accommodate more commuters and shorten travel time between different provinces and cities.
The development of the NSRP is set to rehabilitate and revitalize a substantial portion of the old national railway network while also building additional stations. This project will provide long-distance rapid transportation across different regions in Luzon.
This railway project aimed to provide a more efficient transportation and logistics service between rapidly growing urban regions in the country. The project originates in Metro Manila, the densest city in the Philippines, with a population of about 12 million residents. Luzon, which this train line will attempt to link, has approximately 48 million people.
The NSRP is composed of two train lines, the NSRP North and the NSRP South. The North-South Commuter Railway is a 147-kilometer transit system and a key component of the entire project.

History of Plans and Approvals
The Department of Transportation (DOTr) officially launched the North-South Railway Project in July 2015. This marked the start of the bidding process for the Manila-Legazpi section of the South Line.
The Philippine National Railway (PNR )used to have a functioning service between Tutuban and Legazpi. But due to structural integrity issues along the line, the Tutuban-Legazpi route has been suspended since October 2012.
The 56-kilometer Tutuban-Laguna line was also temporarily suspended until 2015. This rail service also includes a daily commuter rail from Naga to Sipiocot, which is 35 kilometers long. The completion of the NSRP South Line is essential in solving the connectivity issues between these regions.
NSRP North Line
The North Line of the NSRP will link Metro Manila to the north and north-eastern regions of Luzon. This 266-kilometer long-haul line from Manila to San Fernando in La Union will also have an extension and branch line.
The extension line is set to connect San Jose, Nueva Ecija to Cagayan. On the other hand, the branch line will connect the Tarlac province to San Jose City, Nueva Ecija.
Funding for the first phase of the North Line will be provided by the Japan International Cooperation Agency (JICA). This phase of the project includes the commuter line that will connect Tutuban and Malolos.
NSRP South Line
The Philippine government has implemented a “Build! Build! Build!” program focusing onn the construction of major infrastructure. The NSRP South Line is a major infrastructure projects under this program and it is expected to be the primary rail line that links Metro Manila to the different provinces of Southern Luzon.
In addition to building 15 stations and three depots, the development of the NSRP South Line also entails repairing and rebuilding more than 420 bridges. Six eight-car trains with spares will be used to serve the new line on multiple unit rolling stock powered by diesel.
The South Line project is divided into two sections
The South Line project is divided into two sections: the South Commuter Railway Project (SCRP), which runs from Tutuban to Laguna, and the South Long-Haul Project (SLH Project), which runs from Muntinlupa in Metro Manila to the Municipality of Matnog.
The SLH Project will have a route of about 561 kilometers that will connect various municipalities, cities, economic zones, and international airports. The SLH Project also plans to expand further into other parts of Southern Luzon.
The North-South Commuter Railway Project
The North-South Commuter Railway (NSCR) project is to be built on the Philippine National Railway’s legacy track. A project backed by Japan and the Asian Development Bank, it will link several growing urban centers to Metro Manila. Clark and New Clark City in the North will connect to Metro Manila and then further on to regions south of the capital like Laguna.
This commuter railway line is comprised of a 38-kilometer section between Tutban and Malolos, a 53-kilometer Malolos-Clark line, and the 55-kilometer southern line from Blumentritt to Laguna.
