Civil Service Exam 2023: Schedule And Requirements

The Civil Service Commission (CSC) announced the schedule for the upcoming civil service exam 2023 – Pen and Paper Test for both professional and unprofessional levels. If you are a resident in Baguio City, or renting somewhere in the Cordillera Administrative Region (CAR), take note of the schedules that will be mentioned below.

What is the Civil Service Exam?

The Civil Service Exam (CSE), also referred to as the Career Service Examination, is an exam conducted by the Civil Service Commission (CSC) twice a year to determine the individuals who are fit to work in the government.

The Civil Service Exam has two types:

  • Sub-Professional Level

This type of exam is for applicants who want to work in first-level government positions, such as administrative or clerical work. It comprises of 165 items with a limit of two hours and 40 minutes. The exam covers the following topics:

  1. General Information
  2. Clerical Operations
  3. English
  4. Mathematics
  • Professional Level

The Professional Level is the type of exam for applicants who want to apply for both first- and second-level positions in the government. The second-level government position includes job opportunities for managerial posts.

When is the Civil Service Exam Schedule for 2023 in Baguio

Applicants who are applying for the professional exam must be a graduate of a four-year course. And unlike the sub-professional level, the time limit for the professional level is longer — three hours and 10 minutes. It has 170 items covering the following topics:

  1. Analogy
  2. English
  3. Mathematics
  4. General Information
  5. Logic Reasoning

The CSC has also implemented the Bright for the Bureaurcracy Program (BBP). It is a special job placement program to invite young people exceptionally qualified to join the public service. Some of these individuals include those who have high ratings in the CSC and the Professional Regulation Commission (PRC) exams, honor graduates, etc.

What are the Modes in Taking the Civil Service Exam?

The two modes of taking the Civil Service Exam are the Pen-And-Paper-Test (PPT) and the Computerized Examination (COMEX). The PPT is the traditional way of taking the CSE, where the examinee shade the circles using a black ballpoint pen. On the other hand, the COMEX lets you take the exam on a computer at your testing center.

When is the Civil Service Exam Schedule for 2023 in Baguio?

According to the CSC-CAR, the schedule of the Civil Service Exam Professional and Subprofessional Pen and Paper Test Batch 1 will be on March 26, 2023, and Batch 2 will be on August 13, 2023. Applicants should contact their CSC Regional Office or its Field Offices about which testing center they intend to take the Civil Service Exam.

Where are the Civil Service Exam Testing Centers in CAR?

The CSC issues announcements. one week before the start of the application period, which includes the qualifications, requirements, where to file the application forms, and testing centers.

These are the testing centers in the Cordillera Administrative Region as of December 12, 2022:

  • Baguio City
  • La Trinidad, Benguet
  • Bontoc, Mt. Province
  • Tabuk City, Kalinga
  • Bangued, Abra

When is the Civil Service Exam Application Period?

The application period for the CSE-PPT Batch 1 shall take place from December 22 to January 25, 2023, and the application period for batch 2 will be from May 15, 2023, to June 14, 2023. Interested applicants need to book an appointment with the CSC regional offices to apply for CSE PPT. Otherwise, they will not be entertained.

What are the Qualifications to take the Civil Service Exam?

As per the rules and guidelines made by the Civil Service Commission, all applicants must meet the qualification requirements:

  1. A Filipino Citizen;
  2. At least 18 years of age on the date of filing of the application;
  3. Of good moral character;
  4. Has not been convicted by final judgment of an offense or crime involving moral turpitude, disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
  5. Has not been dishonorably discharged from military service, or dismissed for cause from any civilian position in the government; and
  6. Has not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination

What are the Requirements for the Civil Service Exam?

Here are the requirements to take the exam:

  1. Fully accomplished Application Form or CS Form No. 100. Use a legal size paper to print the form. Leave the signature and right thumb mark blank. You will put your signature and thumbprint in the presence of a CSC representative during your application filing. You may download the application form here.
  2. Duly accomplished Certificate of Consent
  3. Four (4) pieces of passport-size pictures with the following specifications:
    • The dimension of the passport-size photo should be 4.5 cm x 3.5 cm or 1.78 x 1.38 inches
    • Colored photo in white background
    • Taken within three (3) before the filing of the application
    • Printed on good quality photo paper
    • Standard close-up shot, from the shoulder level up with the head and face occupying at least 80% of the picture
    • Bare-faced, meaning no eyeglasses, colored contact lenses, or any accessories covering any facial features
    • Left and right ears must be shown
    • Must be taken in full-face view facing the camera
    • Taken with a neutral facial expression and both eyes open
    • With a handwritten name tag showing the signature over the printed full name; the tag must be positioned at approximately one inch or 2.54 cm below the chin
  4. Original and photocopy of any of the following accepted ID cards for the civil service exam:
    • Driver’s License
    • Passport
    • PRC License
    • SSS ID
    • GSIS ID
    • Voter’s ID
    • BIR ID
    • Philhealth ID
    • Company ID
    • School ID
    • Police Clearance Certificate (with picture)
    • Postal ID
    • Barangay ID
    • NBI Clearance
    • PWD ID
    • Senior Citizen’s ID
  5. Examination fee of P500

Additional Requirements, as Applicable

  1. Original and photocopy of Birth Certificated issued by the Philippine Statistics Authority or from the Local Civil Registry if the applicant does not have a birthdate on their ID cards
  2. Original and photocopy of Vaccination card, if applicable.
    • This requirement serves to segregate fully vaccinated from partially vaccinated and unvaccinated examinees. Full vaccination is not one of the qualifications to take the examination.
  3. Original and photocopy of Identification Certificate issued by the Bureau of Immigration, if the applicant holds dual citizenship under RA 9225 or the Citizenship Retention and Re-acquisition Act of 2003, and is recognized as a citizen of the Philippines under Section 1, Article IV of the 1987 Constitution.

The school assignment of the examinees will be posted on the Online Notice of School Assignment (ONSA). The CSC will post the assignments two weeks before the scheduled exam.

It is recommended to visit the venue before your exam to familiarize yourself with the venue and how to go there if you are commuting.

If you can’t access the ONSA or if you still don’t know your school assignment a week before the exam, inquire with the CSC Regional or Field Office concerned.

When will the Test Results be Released?

The results of the Civil Service Exam will be released on the official website of the Civil Service Commission within 60 days after the date of the examination.

Examinees can check their exam results through the Online Civil Service Examination Result Generation System (OCSERGS)which can also be accessed through the CSC website. The generation of exam ratings through the OCSERGS shall be available 15 days after posting of the List of Passers.

Reminders

If you will be taking the civil service exam in Baguio City or other provinces in CAR, the CSC Regional and Field Offices of CAR strictly implements the online appointment system.

The CSC CAR may also stop accepting applications before the said deadline if the target number of applications has been reached.
